Judge Louis Sorola in Brownsville gave authorities in both states 10 days to pick up Riess.
The 56-year-old is accused of shooting and killing her 54-year-old David Riess in Blooming Prairie, Minnesota.
Riess had been on the run since at least late March, when her husband's body was found. Investigators believe she used the same gun to fatally shoot 59-year-old Hutchinson.
She was captured in South Padre Island last Thursday is now being held without bond.

Higginbotham said that flip was the same move he had seen Riess make in a video of her fateful encounter with Hutchinson in an oceanside bar in Fort Myers Beach.
The Dodge County Sheriff's Office said Friday that investigators from Minnesota and Florida traveled to Texas to process the stolen vehicle.
"She thanked me, she thanked me", Higginbotham said. Between April 7 and 8, Riess was spotted at casinos in Louisiana, including one where she hit a jackpot. Riess is also facing one count of felony theft for allegedly illegally transferring $11,000 from her husband's business and personal accounts, to her own. She will be extradited to the state that arrives first.
