Bevin said "hundreds of thousands of children" were left alone across Kentucky as a result.
"Governor Bevin's statement is not only irrational and appalling, it is insulting to the educators and parents who are courageously and respectfully advocating for a better future for the Kentucky children", said García.
"It's entirely inappropriate and perverse that the man sitting in the governorship would criticize Kentuckians who stood up today for teachers, public employees and our public education by insinuating that their presence in Frankfort today caused a child to be sexually assaulted", Kentucky Democratic Party Executive Director Mary Nishimuta said.
"I guarantee you somewhere today a child was physically harmed or ingested poison because they were home alone because a single parent didn't have any money to take care of them", he added. "They've done nothing to improve that process", said Carpenter.
The Republican governor has been a sharp critic of the Kentucky Education Association in recent weeks as the group has protested his pension reform bill that he signed into law this week.
Over 30 school districts closed on Friday because of the teachers' protests. "This next budget bill will be better".
The effort to override that veto next moves to the Senate.
"We have time to do this correctly". The rally took on a festival-like atmosphere in Kentucky as some teachers sat in lawn chairs or sprawled out on blankets. "Crickets", Bevin wrote from his official account.
Another piece of legislation also raised education funding, providing more than $70 million over the next fiscal year for textbooks, state aid and flex health care benefits.
"The only reason we did not have a special session a year ago is because Jeff Hoover, a married man, was sexually involved with a very young, single member of his staff and was paying hush money to hide his actions..."
House resolution 335 would condemn Bevin's comments.
Hoover officially admitted to breaking legislative ethics rules earlier this week for exchanging sexually charged text messages with a legislative staffer who used to work for him. The measure now becomes law.More news: Pep Guardiola makes huge claim over Man Utd and Chelsea decision

The delays have cost the state $88 million in unexpected expenses, money the state does not have to spend. The bill authorizes the state to spend $4,000 for every public school student, the highest level in state history.
The House voted 57-40 to override the veto of the tax increase and 66-28 to override the veto of the budget.
Bevin vetoed both bills because he said the new taxes won't generate enough money to cover the new spending. Later, without a vote to spare, the Republican-controlled Senate voted 20-18 to override the tax increase veto.
Lawmakers must adjourn for the year by Saturday at midnight.
"I was disgusted is the only way I know how to put it", said Lydia Coffey, a retired teacher.
Sammi Hatfield teaches third grade in Montgomery County. They are instead focused on education funding and a battle over their pensions.
"They thought it was personal then, but it's really personal now", Hatfield said. Well I'm not sure that the new teachers can accept that now. "But what they're doing now impacts my students and their students". On April 2, thousands protested at the state Capitol in Frankfort. "We don't know the funding sources".
Plus, the budget would eliminate several ancillary education programs like teacher professional development and grants for textbooks and other instructional materials.
"This has made more questions for us than answers", said Noah Karvelis, a teacher and an Arizona Educators United organizer. "I feel like it's a cop-out - we have let them win by showing them they can behave however they want, and we'll eventually get exhausted and go home".
This fall, all 100 seats in the state House are up for re-election and half of the 38 seats in the Senate.
Kentucky teachers haven't asked for a raise.
