Russian Federation accuses USA of 'provoking' North Korea

Haley called on all nations to sever all ties with North Korea and continued with the warnings saying if China did not cut off its oil supply to North Korea, the USA would "take the oil situation into our own hands", suggesting further escalation of tensions in the region.
Haley sternly warned North Korea's leadership saying it would be "utterly destroyed" if war were to break out.
After the emergency UNSC meeting last night, Russian Foreign Minister Sergey Lavrov said that the USA is provoking North Korea.
"The recent US actions seemed to be deliberately aimed at provoking Pyongyang to take new sharp actions", Lavrov said, according to a Russian Foreign Ministry statement. Haley accused Kim Jong Un of bringing the world "closer to war" with its recent missile test.
"We have got to take them at their word, so this could be a global conflict".
Haley's comments weren't far off from remarks made by President Donald Trump during his first address to the U.N.in late September, when he threatened to "totally destroy" North Korea if it forced the U.S.to defend itself or its allies.

He urged the acceptance of a proposal made jointly by China and Russian Federation that would require North Korea to suspend nuclear activity and the US and South Korea to halt joint military exercises in order to pave the way for talks. "And if war comes, make no mistake, the North Korean regime will be utterly destroyed". The regime has claimed it can now strike the entire USA mainland with a "super-large heavy warhead".
"We need China to do more", she said.
"If the United States drops out of this deal, it won't be very credible in the eyes of those who are now requested to drop their (own) nuclear program like North Korea", Lavrov said.
Also today, Russian lawmakers who visited Pyongyang said North Korea was not prepared to disarm. "That's why we are interested in a political and diplomatic solution". North Korea has been buying oil from Russian Federation as well but in much smaller amounts and continues to be dependent on Chinese supplies.
North Korea also published photographs of the new ICBM.
